Consumers At least 60% of the total Council membership is consumers
Of the consumer representation:
At least 1/3 are people with developmental disabilities
At least 1/3 are immediate relatives or guardians of people with developmental disabilities
At least one consumer representative on the Council is an immediate relative of an individual with a developmental disability who is, or previously was, institutionalized.

Representatives from the highest-ranking policymakers of the major state agencies having impact on people with developmental disabilities.

2. Representatives of other state agencies, private non-profit organizations, and advocacy groups concerned with the provision of services in support of people with developmental disabilities.
- One representative each from higher education, the University Centers for Excellence in Developmental Disabilities Education, Research, and Service (the Kennedy Krieger Institute) and the Protection and Advocacy System (the Maryland Disability Law Center).
Appointments: The Council assesses its membership needs in order to fulfill its mission and to meet requirements of the DD
Act. The Council seeks and recommends qualified persons for appointment by the governor. Members are appointed by the governor for a term of five years
beginning July 1. Members are limited to two terms of five years each.
