Regarding State Plan Implementation

The Council Shall implement the State plan…through systemic change, capacity building, and advocacy activities such as:

• Demonstration of new approaches to services and supports
• Outreach
• Training
• Technical assistance
• Supporting and educating communities
• Interagency collaboration
• Coordination with related Councils and programs
• Barrier elimination, system design and redesign
• Coalition development and citizen participation, including training in self-advocacy, education of policymakers, and citizen leadership skills,
• Other activities that achieve the purposes of the subtitle
