Requests for Proposals

The Maryland Developmental Disabilities Council typically requests proposals each year in the Spring. The projects coincide with the goals and objectives set forth in the Council's Five Year State Plan. Pursuant to Public Law 106-402, the Developmental Disabilities Assistance and Bill of Rights Act Amendments of 2000, the Maryland Developmental Disabilities Council serves as an advocate for all persons with developmental disabilities. The Council operates through federal funds and reports directly to the U.S. Department of Health and Human Services, Administration on Developmental Disabilities. The Council, an independent, self-governing organization, represents no single arm of government but rather the interests of persons with developmental disabilities. 

Through its funding, the Council works to increase the capacities and resources of public and private non-profit entities and others to develop a comprehensive community system that responds to the choices, capabilities and needs of persons with developmental disabilities and their families. The purpose of Council grants are to expand best practices and contribute to system wide changes that support the rights of people with developmental disabilities and their full inclusion as community members. Recipients of Council grants are expected to be ongoing partners in bringing about change.

The Council is authorized to grant funds to public and non-profit private entities and for-profit organizations. No grant funds may be paid as profit to any recipient. Profit is any amount in excess of reasonable and allowable direct and indirect costs. Offerers must target proposed projects to persons who are residents of Maryland and who have developmental disabilities as defined by P.L. 106-402

The funding of projects is contingent on the Council's receipt of sufficient federal funds.  Changes in the level of federal appropriations to the Council may result in the withdrawal of some or all projects or reduction of funding after the announcement of a grant award.  The Council assumes no responsibility for costs incurred by offerers prior to formal awarding of a grant and reserves the right not to fund a proposal requested in the given project area.
