Rachel London, Esq.

Rachel functions as the chief executive officer, responsible for the management of staff and daily operations as well as implementation of the Council’s public policy activities. She leads the staff and Council in establishing and implementing the five-year state plan. To reach the goals established in the state plan, she leads the Council’s public policy and advocacy agenda and strategies, state and federal government relations, and other operations. Rachel also manages the budget and hires all staff.

Christy Russell

Christy serves in a primary leadership role with the executive director in directing and managing the Council’s daily operations. She has primary responsibility for administrative matters and fiscal management. Her responsibilities include managing and coordinating the development of the Council’s five-year state plan. She also oversees the Council’s communications and member recruitment and support. When the executive director is unavailable, she acts on their behalf, assuming organizational responsibility and leadership.

Brian Miller

Brian directs and manages all components of the Council’s grants activities and all aspects of reporting to the Council and federal funder about the activities, outputs, and outcomes of Council staff activities and grantees throughout the state. He also contributes to the development of the Council’s five-year state plan and other internal and external reports and oversees the Council’s evaluation plan.

Shawan Pearson

Shawan provides overall office management and administrative support, including assisting the deputy director with fiscal duties. She serves as the main point of contact for inquiries, responding to requests for information, referrals, and Council publications. She also coordinates meeting logistics and Council member support.

The Director of Public Policy Initiatives serves as part of the Council’s public policy and advocacy team with the executive director. The director advocates for improvements in policies, services, programs, laws, and regulations. The director’s focus areas include family support issues, employment, the Developmental Disabilities Administration, and diversity outreach. The director also serves on committees and coalitions advocating the Council’s position on a range of issues that impact children and adults with developmental disabilities and their families.
