Functions as the Chief Executive Officer with overarching responsibility for leading, directing and managing the activities and course of the Council based on what the Council decides are the goals and desired outcomes, and in compliance with federal laws and requirements. Leads the staff and Council in establishing and implementing the five-year State Plan, leads the Council’s public policy and advocacy agenda and strategies, state and federal government relations, and other operations. Manages the Council’s budget and hires and manages the Council staff.

Works in partnership with the Executive Director to manage and implement the Council’s public policy activities, advocacy, and daily operations. Oversees fiscal management for the Council. Advocates for improvements in policies services, programs, laws, and regulations that affect people with developmental disabilities and their families for the following issues: child care, early intervention services, education, transitioning youth, and employment. Facilitates partnerships between key stakeholders, including state agencies, advocacy organizations, and others.

Serves as part of the Council’s public policy and advocacy team with the Executive Director and Deputy Director. Advocates for improvements in policies, services, programs, laws, and regulations. Serves on committees and coalitions advocating the Council’s position on a range of issues that impact children and adults with developmental disabilities and their families. Focus areas include family support issues, employment, the Developmental Disabilities Administration, and diversity outreach.

Directs and manages all components of the Council’s grants activities. Also directs and manages all aspects of reporting to the Council and federal funder about the activities, outputs, and outcomes of Council staff activities and grantees throughout the state. Coordinates and contributes to the development of the Council’s 5-year State Plan and other internal and external reports. Related to this, oversees the Council’s evaluation plan.
