The State Plan is the roadmap the Council follows to help us reach our goals. It guides us to take action, create change, and improve lives. Learn more about the State Plan here.
For the past year, we have been writing our next 5-Year State Plan. In a survey last year, we asked you what issues were most important for people with developmental disabilities and their families. We heard from hundreds of people with disabilities, family members, advocacy organizations, direct support professionals, and others. We also did a lot of research on different issues. All of this helped us decide what to focus on next.
We are excited to share our draft goals and objectives! This 5-Year State Plan will guide our work starting October 1, 2026 through September 30, 2031.

Public Comment Meetings
Want to give feedback but don’t like surveys? We will host 3 virtual public comment meetings in May. These meetings allow people to share their thoughts on the draft goals and objectives without filling out a survey.
The meetings will be on Zoom at these times:
- Thursday, April 30 at 7 pm
- Saturday, May 2 at 10 am
- Wednesday, May 6 at 12 pm (noon)
